To qualify, you must first complete a Transportation Security Administration (TSA) fingerprinting and background check and Entry-Level Driver Training (ELDT) for Hazardous Materials Endorsement. Next, you must pass the DMV Hazardous Materials written knowledge test. The exam covers federal regulations, handling procedures, packaging, transport configurations, and quantity limits. In Delaware, the test has 30 questions, and you’ll need to score at least 80% (24 correct answers out of 30) to pass (Delaware CDL Handbook 2026). The minimum age is 21 for both interstate and intrastate transport in Delaware.
