The Driver’s License for All law decrees that applicants may obtain a standard driver’s license, learner’s permit, or state ID regardless of immigration status. Also, new residents who are 21 or older and have a valid, unexpired license from another state no longer need to take the written test when applying for a Minnesota license.
If you have never been licensed, you must pass the written test and vision screening, obtain an instruction permit, practice driving, and then pass the road test. The official written test includes multiple-choice questions and true-or-false questions (which are not common on other states’ written exams).
