In the Empire State, chemicals used in manufacturing, petroleum products, industrial solvents, and hazardous waste are just a few of a long list of hazardous materials. Major employers such as Consolidated Edison (New York City), National Grid (Syracuse), and Corning Incorporated (Corning) require drivers with this specialized qualification.
To get the endorsement, you must be at least 21 years old. You must complete all Entry-Level Driver Training (ELDT) requirements. Once that step is verified, there are two major steps necessary for endorsement. The first is fingerprinting and a background check through the Transportation Security Administration (TSA). This can take weeks, so start early, get the paperwork submitted, and then use the waiting period to study for the final hurdle: the Hazardous Materials Knowledge Test at the New York DMV. The test covers federal regulations, handling procedures, packaging, placarding, and transport rules (New York CDL Handbook 2025). That is a hefty amount of study material. Furthermore, the multiple-choice test requires a minimum passing score of 80%.
