Passing the New York Commercial Driver’s License (CDL) General Knowledge Exam is required to obtain a Commercial Learner’s Permit (CLP). To pass, you must be prepared for questions about pre-trip inspections. With CLP in hand and a minimum 14-day waiting period, you must then pass the New York Pre-Trip Inspection Test as part of the CDL skills exam for a CDL. The CDL skills test is divided into three parts: pre-trip inspection test, basic control skills test, and road test. The federally mandated pre-trip inspection test (regulations 49 CFR § 392.7 and 49 CFR § 396.13) and the other two parts of the test must be passed for a CDL. In New York, if you fail one of the three sections of the skills test, you only need to retake the failed part, as you will receive credit for any segment passed. That credit, however, expires on the date your CLP expires (180 days with one renewal allowed). The New York CDL Manual lists some exemptions for bus drivers. School bus (S) and passenger (P) endorsement applicants may be exempt from the engine compartment pre-trip inspection but will receive “K” (Intrastate Only) and “S1” (School Bus Only) restrictions. These restrictions can be removed by obtaining a new CLP, passing the full CDL road test, and paying all applicable fees before exemption expiration.
