Federal and state regulations require you to demonstrate that hazardous materials are properly contained, clearly marked, and safely transported (the three cornerstones of hazardous material management). The first step toward achieving this endorsement is completing a federally mandated Transportation Security Administration (TSA) fingerprint-based background check. This process can take weeks, so use the waiting period to complete Entry-Level Driver Training (ELDT) requirements and study for the final big requirement: the HazMat Knowledge Test.
The Hawaii HazMat knowledge test is based on Section 9 of the Hawaii CDL Manual. It covers federal rules, driver responsibilities, placarding, communication requirements, emergency procedures, and safe loading/unloading. The test is multiple-choice, and you must score at least 80% (24 correct answers out of 30) to pass.

Once TSA clearance and ELDT training are successfully completed, and you feel prepared for the knowledge test, visit your county DMV with the required documents, pay the fees, and take the exam.
