To get a CDL in Minnesota, you must meet several requirements and complete the licensing process. You must be at least 18 to qualify for a Commercial Learner’s Permit if you plan to drive within state lines, and 21 or older to drive across state lines. All applicants must pass a DOT medical exam by a certified provider listed on FMCSA’s National Registry. However, you are exempt from this exam if you will only be engaged in excepted commerce.
All aspiring commercial drivers must pass a 50-question general knowledge exam. All questions are based on the official Minnesota Commercial Driver’s Manual (Minnesota CDL Handbook 2026), which you should read multiple times during your learning phase. Pay close attention to the Combination Vehicles chapter, as you must also pass the official combination vehicles knowledge exam to get a Class A CDL.
Because most semi-trucks in Minnesota are equipped with air brakes, you must remove the L restriction from your CDL to legally operate them. This restriction can be removed by scoring 80% or higher on the official air brakes knowledge exam. FMCSA mandates Entry-Level Driver Training (ELDT) for all aspiring commercial drivers in the United States. You must complete ELDT training from a provider listed in the Training Provider Registry (TPR) before you may schedule and take the CDL skill tests.
