Even after obtaining a Commercial Learner’s Permit (CLP) (and even with the S and P endorsements), per federal law, you may not carry passengers at all. You can only operate an empty bus and must be accompanied by a properly licensed CDL holder seated nearby until all licensing requirements are met. You must hold your CLP for a minimum of fourteen days before taking the skills test, and you must have a valid medical examiner’s certificate before the permit is issued.
