In West Virginia, regardless of age, you must obtain an instruction permit before taking the road skills test for a driver’s license. Your permit allows you to practice driving under the supervision of a licensed driver at least 21 years of age.
To get a permit, you must pass the official West Virginia DMV written knowledge test. All questions are based on the official driver’s manual (West Virginia DMV Handbook (WV Driver’s Manual) 2026). The test has 25 questions, and you need at least 19 correct (76%) to pass.
