Obtaining your West Virginia DMV driver’s permit requires passing a vision screening and the written permit knowledge test. The test consists of 25 multiple-choice questions covering traffic rules, regulations, signs, and markings, as well as driving under the influence and sharing the road, as outlined in the state’s West Virginia DMV 2026 Driver’s Manual. To pass, you must score at least 76% (19 out of 25 questions) in person at the DMV.
Our free online West Virginia DMV permit practice test is current for May 2026 and mimics real exam conditions, with questions and answers based on the state manual. Feedback is provided immediately on any missed questions.
Once you’re ready to apply for the permit, go to the DMV with proof of identity and legal presence (birth certificate, passport), Social Security card, and two proofs of residence (utility bill, bank statement). If you’re under 18, you must provide signed consent from a parent or guardian (in person) and proof of being enrolled in or having graduated from secondary school or the equivalent (GED). Submit the documents, pass a vision screening, pay the fee, and pass the official written test.
If you fail the knowledge test, you must wait 7 days and pay the retest fee.
The Instruction Permit is the first phase of West Virginia’s Graduated Driver’s License (GDL) program for drivers under 18. If you’re aged 15-17 with this permit, you’re required to drive with a licensed adult who’s at least 21 years old. After turning 16 and holding the permit for at least 180 days, completing 50 hours of behind-the-wheel practice (including 10 hours at night), and passing the skills test, you can progress to the Intermediate Driver’s License. Restrictions include no unsupervised driving between 10 PM and 5 AM and limits on non-family passengers. After holding the Intermediate License for one year without any violations, and being at least 17 years of age, you can graduate to a full license.
For those over 18, the holding period for an instruction permit is at least 30 days before road test eligibility.

Where West Virginia test-takers struggle most
Based on 3,847 West Virginia learners who practiced on our site in the last 30 days. 58% pass our practice tests, with an average first-try score of 72%.
Warning signs are yellow diamonds (or pennant-shaped for no-passing zones) and indicate hazards ahead - they do not regulate what you must do, but signal that you should adjust speed or position. Diamond-shaped orange warning signs specifically mark construction zones.
A flashing red signal must be treated exactly like a stop sign - come to a full stop, yield to traffic and pedestrians, then proceed when safe. A flashing yellow signal means slow down and proceed with caution; no stop is required.
When two vehicles arrive at an uncontrolled intersection at the same time, the driver on the left must yield to the driver on the right. If you are turning left, you must yield to all oncoming traffic that is close enough to be a hazard.
If your brakes fail, shift to a lower gear to use engine braking before using the emergency brake gradually. Pumping the brake pedal can sometimes restore hydraulic pressure in conventional brake systems.
When merging onto a highway, you must match the speed of traffic already on the road before entering. Never stop at the end of an acceleration lane and wait - this creates a serious rear-end collision risk.

West Virginia-specific rules you must know
Rules that are unique to West Virginia or differ from most other states
As of July 2025, West Virginia's Move Over Law now requires drivers to slow down and move over a lane for ANY vehicle displaying hazard lights on the side of the road - not just emergency vehicles. Violations carry fines and points on your license. **"Drive for Five" license expiration** West Virginia licenses expire on the driver's birthday in a year that is divisible by five. This means your license could be valid for anywhere from 1 to 5 years depending on when you were born, rather than a fixed renewal cycle.
West Virginia issues color-coded driver's licenses: red for drivers under 18, blue for drivers ages 18 to 20, and standard coloring for drivers 21 and older. This makes it immediately visible to law enforcement and businesses what driving restrictions apply. **$200 cash-out option in lieu of suspension** West Virginia allows drivers to pay $200 once every two years to avoid a points-based license suspension. This option is available before the suspension takes effect and does not remove the underlying violations from your record.

Sample West Virginia permit test questions
6 questions written and verified by our content team against the current West Virginia Driver Handbook
- Question 1 of 6
Under the Level 2 GDL intermediate license, how many hours of supervised driving must a parent or legal guardian certify before a teen can qualify?
Show answer & explanation
Correct answer: C - 50 hours, including 10 hours at night
To qualify for a Level 2 GDL intermediate license, the applicant must have a parent or legal guardian certify a minimum of 50 hours behind the wheel, including at least 10 hours at night. This logged driving time is documented on a certification form submitted with the Level 2 application. (Chapter I, Level 2 GDL Intermediate Driver's License)
- Question 2 of 6
A vertical, color-coded blue driver's license or instruction permit is issued to applicants in which age range?
Show answer & explanation
Correct answer: C - 18 to 20
Licenses and permits are color-coded by age group. Applicants aged 15 to 17 receive a vertical red card, those aged 18 to 20 receive a vertical blue card, and anyone 21 or older gets a standard horizontal license. The color coding helps law enforcement and retailers identify the cardholder's age at a glance. (Chapter I, Driver's License Color-Coding)
- Question 3 of 6
What is the fine for a first offense of using a handheld electronic communications device while driving in West Virginia?
Show answer & explanation
Correct answer: B - $100
A first offense carries a $100 fine and zero points. The second offense doubles to $200 (still zero points). On the third offense, the fine jumps to $300 and three points are added to the driver's record. (Chapter II, The Use of Communication Devices While Operating a Motor Vehicle)
- Question 4 of 6
What is the minimum penalty for a first offense of passing a stopped school bus with its red lights flashing?
Show answer & explanation
Correct answer: B - 30-day license suspension and a fine of $100 to $500
A first offense carries a 30-day license suspension and a fine of at least $100 and not more than $500, or confinement in jail for up to six months, or both. A second offense increases the suspension to one year and raises the fine range. (Chapter VI, School Bus Rules)
- Question 5 of 6
What is the designated speed limit on an open county highway in West Virginia, unless otherwise posted?
Show answer & explanation
Correct answer: C - 55 mph
State law sets default speed limits: 55 mph on open county highways, 25 mph in business or residential areas, and 15 mph in school zones when posted and school is in session or during school activities. Interstates may be posted at 65 or 70 mph, but these are posted limits, not defaults. (Chapter VI, Speed Limits)
- Question 6 of 6
How many days does a new resident have to apply for a West Virginia driver's license after establishing residency?
Show answer & explanation
Correct answer: C - 30 days
After establishing residency, you must apply for a WV license within 30 days. The process includes passing a vision screening, completing a brief alcohol awareness course, providing the same documentation that is required of a first-time applicant, and surrendering your out-of-state license. Applicants with a valid, non-expired license from another state can transfer it without retaking the knowledge and road skills tests. If your out-of-state license has expired, you may be required to pass those tests. (Chapter I, New Resident)
