Under Virginia law, every motorcyclist must wear a helmet.
Eye protection rule
Every motorcyclist (but not a passenger) must also wear eye protection unless the motorcycle is equipped with a windshield. In Virginia, a face shield, goggles, or even safety glasses qualify as eye protection.
Permit or endorsement rule
