In Vermont, all new drivers, regardless of age, must obtain a learner’s permit to practice supervised driving before they may apply for a driver’s license. The requirements for a learner’s permit include being at least 15 years old, filling out an application, passing a vision test, and passing a learner’s permit test on driving theory. You must take the permit test online. If you’re under 18, your parent or legal guardian must sign your application, thus giving their signed consent.
To obtain a license, you must be at least 16 years old, hold a learner’s permit, and pass a road test. If you’re under 18, you have additional requirements to meet before you may take the road test: You must have held your learner’s permit for at least one full year. You must have passed a state-approved driver education and training course. which includes classroom, behind-the-wheel, and observational instruction. Your parent or guardian must sign your application for a license. Finally, your parent or guardian must certify that you have practiced supervised driving for an additional 40 hours (including 10 hours at night).
All questions on the learner’s permit knowledge test are based on the official Vermont DMV driver’s 2025 handbook (Vermont DMV Handbook (VT Driver's Manual) 2025). The DMV currently publishes versions of this manual in sixteen languages, of which we currently offer two for your convenience: English and Spanish. These versions of the manual can be easily downloaded from this webpage in PDF format.
We have also created an audiobook of the official driver’s manual. It’s formatted as a downloadable series of twelve MP3 files, one for each chapter of the handbook: General Information, How to Lose Your License, Proof of Identity, and so on. The longest chapter is Chapter 7: Driving Safely and Studying for Your Permit, whose running time is 1 hour, 40 minutes, and 24 seconds. The total running time of this audiobook is approximately 2 hours, 50 minutes, and 14 seconds, so you should be able to listen to the entire audiobook in a few days. Try listening to an audiobook file while you follow along with the text of the PDF version. This technique can help you concentrate on the material.
