Before anyone in Kansas may begin practicing behind the wheel, they must obtain a learner’s permit by passing the Kansas DMV Written Knowledge Exam and a vision screening. Passing both of these tests is required for teenagers entering the Graduated Driver’s License (GDL) program and adults learning to drive for the first time. The exam is based on the Kansas Driver’s Handbook. Topics include traffic laws, road signs, right-of-way rules, and safe driving decisions drawn from real-world situations. Because the test is made up of real-world scenario-based questions, applicants must have a strong conceptual understanding of the material, one that does not come from memorizing study guides or static pdfs. Kansas requires a minimum passing score of 80 percent on the knowledge test. Once these requirements are met, an instruction permit may be issued, allowing the applicant to practice driving while supervised by a licensed adult who is at least 21 years old and seated in the front passenger seat. Wireless communication devices may not be used by the applicant (except in emergencies). For drivers under 18, the instruction permit is the first phase of Kansas’s GDL system, which introduces driving privileges gradually. Teen applicants may apply for an instruction permit at age 14. An online option for completing the Permit Knowledge Exam is offered through the state-approved KnowToDrive system.
Official exam questions also include school bus stopping requirements, right-of-way decisions at intersections, safe following distances, and responses to emergency vehicles. State law places particular emphasis on distracted driving. Texting (or reading texts) while driving is prohibited for all drivers, and drivers under 21 face additional restrictions on wireless device use.
