In North Carolina, the permit process varies slightly depending on age. Applicants who are at least 15 years old but under 18 enter the Graduated Driver Licensing (GDL) program. They must complete an approved driver education course consisting of classroom instruction and behind-the-wheel training before testing. A Driving Eligibility Certificate from the school system or proof of graduation from high school or the equivalent is required. Once issued, the Limited Learner Permit must be held for at least nine months, during which time the driver must practice at least 60 hours (including 10 at night) with an adult who is licensed for at least five years and seated in the front passenger seat. Drivers 18 and older are not subject to GDL restrictions, but they must still pass the vision, traffic signs, and knowledge tests before practicing on public roads. Learner’s Permit in hand, adults can sign up for the Road Skills Test without additional GDL requirements.
