Passing the Ohio BMV Written Permit Test and a vision screening is the first step toward the ultimate goal of licensing. After successfully completing these requirements, you may obtain a Temporary Instruction Permit Identification Card (TIPIC), which legally allows you to drive under supervision. The permit test evaluates whether you conceptually understand laws, signs, and safe driving practices. A minimum passing score of 75% is required, meaning you must correctly answer at least 30 out of 40 questions. If you do not pass, you must wait at least 24 hours before retesting. The examination is designed to evaluate judgment and real-world decision making, not memorization. This is why static pdfs and printed study guides are ineffective for total preparation. Questions address the right of way at intersections, proper responses to traffic control devices, safe following distances, sharing the road with motorcycles and bicycles, and procedures around school buses and emergency vehicles. Texting while driving is prohibited for all drivers, and drivers under 21 face even stricter limitations on the use of wireless communication devices. Once you have passed the knowledge and vision tests and received your TIPIC, you may practice driving only when supervised by a licensed adult who is at least 21 years old and seated in the front passenger seat. The permit is the first stage of Ohio’s Graduated Driver Licensing (GDL) system for applicants under 18. For applicants 18 and older, the graduated restrictions do not apply, but the permit and supervised practice requirements remain in place until the road test is successfully completed.

The Buckeye State also offers an online option for completing the knowledge test: the KnowToDrive program. Applicants must still visit a BMV location to complete the vision screening, provide proper identification and proof of residency, and purchase the TIPIC.
