To obtain the privilege of driving legally across the Old Dominion, you must complete several steps, including passing the Virginia DMV written Permit Test and passing a vision screening. The two-part Permit Test is based on the official Virginia Driver’s Manual. Part I (the Signs Test) must be passed with a perfect score of 100%, and Part II (the Knowledge Exam) must be passed with a minimum score of 80%. These requirements apply to both teenagers entering the Graduated Driver Licensing (GDL) process and adults who have never been licensed. Before taking the road skills test to advance in the GDL, minors must complete classroom and behind-the-wheel instruction, hold a learner’s permit for the required period, and document supervised driving experience. During the learner phase, a licensed adult age 21 or older must be seated in the front passenger seat. Minors face longer GDL timing requirements; however, adults may either hold a learner’s permit for at least sixty days before taking the road skills test or complete an approved driver education course.

To apply for your learner’s permit, you’ll need proof of identity and legal presence in the United States, your Social Security number, and proof of Virginia residency. Minors must also provide parental consent and proof of secondary school enrollment (or completion). After submitting documentation, paying the required fee, passing the vision screening, and successfully completing the knowledge exam, you will be issued your learner’s permit.
