Obtaining a First State Level One Learner’s Permit requires passing the Delaware DMV written Knowledge Examination as well as a vision screening. You must be at least 16 years old before you are allowed to begin practicing behind the wheel. The Level One Learner’s Permit represents the first stage of Delaware’s Graduated Driver License (GDL) program for minors. After completing driver education and obtaining the permit (available at age 16), you may drive with a qualified supervising driver. (Delaware requires this supervising driver to be at least 21 years old. Once you hold the permit without violations for twelve months with all conditions met, the permit automatically converts to a full Class D driver license.

Applicants 18 or older follow a simpler process. After passing the vision and knowledge examinations and receiving a learner’s permit, they may practice driving with a qualified licensed driver just as minors do; however, they are not subject to the time requirements. Once they feel prepared, they may take the road skills examination to obtain a full Delaware driver license.
