In Hawaii, there are three tests that all new drivers must pass before they can become eligible for a driver’s license: a vision test, a knowledge test on driving theory, and a road test. However, you must first obtain an instruction permit before you can obtain a driver’s license if you’re under 18 or your county (e.g., Honolulu) requires it. You must be at least age 15½ to get a permit. It will allow you to practice driving under supervision. You must pass the vision and knowledge tests for an instruction permit. (If you hold a permit, you pass the road test for a license.) If you’re under 18, you must also get consent from your parents or other responsible adult. The official knowledge test has 30 multiple-choice questions based on the official driver’s manual (Hawaii DMV Handbook (HI Driver's Manual) 2026). The passing score is 80%. The test covers traffic signs and signals, Hawaii traffic laws, the rules of the road, and safe driving practices.
