In New Mexico, aspiring drivers must follow the Graduated Driver Licensing (GDL) program, which comprises three stages: an instruction permit, a provisional license, and a full unrestricted license. To get an instruction permit, you must pass a 25-question written knowledge test and meet several other requirements. The official New Mexico Driver’s Manual (New Mexico MVD Handbook (NM Driver's Manual) 2025) describes the various aspects of driving theory in detail, including safe driving practices, sharing the road, emergencies, and collision avoidance.
