Getting a driver’s license in New York state involves several steps. Whether you’re a teenager just starting out or an adult applying for the first time, you must complete the state’s Graduated Driver Licensing (GDL) program. To get a learner’s permit, you must score 70% or higher on the official written knowledge test, provide identification documents, and pay the licensing fees. If you’re a teenager, you must also get consent from your parent or guardian. You may drive with a learner’s permit under the supervision of a licensed driver at least 21 years old. Adult applicants have no required minimum supervised driving hours, but applicants under 18 must complete at least 50 hours of supervised driving (including 15 hours at night).
The official written knowledge exam will be the first challenge you must overcome in the licensing process. The purpose of this test is to evaluate your knowledge of driving theory, which is thoroughly described in the official New York Driver’s Manual (New York DMV Handbook (NY Driver's Manual) 2026).
