NY DMV Written Test Practice: Fines & Limits | Driving-Tests.org 2025

  • Perfect for learner’s permit, driver’s license, and senior refresher test.

If a police officer observes a 16-year-old front-seat passenger in your vehicle not wearing a seat belt, which of you can be fined, you or the passenger? And how much is the fine? If you are found guilty of using a hand-held cell phone while you’re driving, how big is the fine? If you get a traffic ticket while driving in New Jersey or Connecticut, can you return to New York before you pay the fine? If you’re cited for a pointable offense while you’re driving in Canada, will it add points to your New York driving record?

These and other issues related to traffic offenses and accidents are addressed in this free New York Fines and Limits permit practice test. You’ll learn about the fines imposed for certain traffic offenses, the possible penalties for driving under the influence (DUI), and offenses that can cause license suspension or revocation.

This Fines and Limits permit practice test is up to date as of November 2025. The 50 questions on this practice test are based on New York’s official driver’s manual (New York DMV Handbook (NY Driver's Manual) 2025) and the New York Consolidated Laws. As with all the permit practice tests we offer, each question on the New York Fines and Limits permit practice test comes with an optional hint and an explanation of the correct answer, courtesy of our automated assistant.

In New York in 2023, about 535,000 speeding tickets were issued to drivers, including 10,200 tickets for speeding in a school zone. About 109,100 tickets were issued to vehicle occupants for not wearing seat belts. Another 17,800 tickets were issued to adults for allowing a child passenger to ride unrestrained. And 36,900 tickets were issued to drivers for using cell phones while driving.

That same year, there were about 381,300 traffic crashes in New York, of which 1,022 were fatal. These fatal crashes included 1,104 traffic fatalities, including 339 speed-related fatalities. Roughly 10 percent of all fatal crashes in New York involved drivers ages 16 through 20. In 2023, 211 unrestrained (no seat belt or child restraint) occupants of motor vehicles died in crashes.

The answers to some of the questions on this practice test can be hard to memorize. But they’re important – not only for your instruction permit test, but to illustrate how important it is to obey the traffic laws. When you violate the traffic laws, you can jeopardize the safety of all road users, including yourself.
