In Pennsylvania, the Department of Transportation DOT is responsible for issuing driver’s licenses. It requires all applicants to pass a vision test and a knowledge exam before they can obtain a learner’s permit. The questions on the written knowledge test are based on the PA DOT driver’s manual (Pennsylvania DOT Handbook (PA Driver's Manual) 2025).
