Rhode Island employs a Graduated Driver Licensing (GDL) program for aspiring drivers under 18. This program has three levels: learner instructional permit, learner provisional license, and full operator’s license. To get a limited learner permit, applicants under 18 must complete a driver’s education course from an approved school. They are also required to provide identification documents and signed consent from a parent or legal guardian, as well as pay the application fees.
All applicants, regardless of age, must pass a 40-question knowledge exam on the various aspects of driving theory. This test has a 90-minute timer and is based on the official Rhode Island Driver’s Manual (Rhode Island DMV Handbook (RI Driver's Manual) 2025). A minimum score of 70% is required to pass, leaving little room for error.
